Add permission to overrule all access restrictions

To ensure seamless administration and eliminate manual role adjustments, a new permission will be introduced that allows designated users to overrule all access restrictions within the platform. This ensures that ecosystem admins and other key roles can manage risk, contracts, and other critical functionalities without being limited by default permissions.
