Notes – Add @-mention tagging

Tagging: Users should be able to type “@” followed by a colleague’s name directly within a note.

• As the user types, a list of matching colleagues appears.

• Selecting a colleague inserts a mention.

Notification: Upon saving the note, the mentioned colleague receives a notification informing them they were tagged in a note.
